It is critical that the Senate act this week to pass the bill. If the bill does not pass by September 30, the end of the fiscal year, a large portion of the offsets included in the bill will expire.

Dear Yogesh:
Thank you for contacting me regarding your concerns with water infrastructure policy provisions in the fiscal year 2017 (FY17) appropriations bills. I appreciate hearing from you and having the opportunity to respond.
My colleagues and I continue to work in a bipartisan way to complete the appropriations process for FY17. The Senate Committee on Appropriations, of which I am a member, has reported out all of the twelve annual appropriations bills. The bills are currently awaiting consideration by the full Senate.
While the focus of the appropriations process is certainly evaluating the merits of various programs and determining the most efficient allocation of scarce resources, including policy provisions on such bills has always been a part of the process as well. Some of these are bipartisan, some are requested by the minority party and some are requested by the majority party. As Chairman of the Subcommittee on Interior, Environment and Related Agencies, and the Chairman of the Committee on Energy and Natural Resources, I exercise my best judgment concerning which of these to include in the bill.
Rest assured that I have fought against policies that could harm the interests of Alaskans and will continue to do so during my time in the Senate. I am proud of the work my Senate colleagues and I have done up to this point in reporting all of the twelve appropriations bills out of committee. I would also like to highlight the Water Resources Development Act of 2016 (WRDA). Among the many provisions in this bill is a $230 million authorization to help small or disadvantaged communities refit inadequate drinking water systems to meet standards. Additionally, there is a $60 million authorization specifically for lead reduction in water pipes projects. I voted “Yea” on WRDA, which passed the Senate 95-3.
As the FY17 appropriations process continues moving forward, I will keep your comments in mind. Again, thank you for contacting me.
